Turkish Prime Minister Ahmet Davutoglu has vowed not to negotiate peace with Kurdish rebels until the group lays down its arms.
Davutoglu was speaking on Friday in the southeastern city of Mardin, where he revealed a government "master plan" to rebuild the country's mainly Kurdish region after the security forces' operations against militants linked to the Kurdistan Workers' Party, or PKK, end.
Fighting between Turkish forces and the PKK flared again in July, shattering a fragile peace process that began in 2012. Turkey has placed several towns and districts under curfew as the forces battle the militants.
The government would hold consultations with the people of the region on efforts to end the conflict, Davutoglu said. He added: "Those holding arms will not be accepted as interlocutors."
